Making the right connections between health professionals and consumers, and vice versa, is integral to our approach. We recognise the importance of collaborating with experts, partner organisations and others with implementation know-how to make this happen. Building capacity and expertise through our partnerships and networks to sustain QUM is one of our foundational goals.
Formative Research & Program Design
Targeted research supporting effective program design
Bringing together expertise and experience from health professional, consumer and research organisations, provides a unique opportunity to co-design educational programs and complementary resources to address medicine issues for millions of Australians and achieve better health outcomes.
Design of effective QUM programs should be based on formative research that provides a strong understanding of the barriers and drivers that health professionals and consumers experience.
Implementation science frameworks and behavioural change approaches inform the assessment of barriers and drivers, as well as the selection of strategies to improve health professional and consumer practices and behaviours.
At the end of the process is the design of a program of QUM solutions to improve care, consumer literacy and health outcomes.
Solution Development
Strong processes for high-quality interventions
Individual QUM solutions (i.e. interventions) should be selected based on their propensity to address specific issues. They are combined to form a program of complementary solutions addressing multiple barriers and audiences.
Development of QUM solutions requires sound clinical and consumer governance processes, to ensure high-quality, evidence-based resources are produced that meet the needs of health professionals and consumers.
Marketing & Promotion
Targeted marketing to reach full potential
Marketing and promotion aim to raise awareness of programs and optimise uptake and delivery of QUM solutions. Developing an effective marketing plan requires understanding of the health sector, the interplay of audiences and channels and networks across the sector.
Evaluation
Evaluation has multiple goals including determining whether a program or solution has achieved objectives, learning how to improve a program and providing feedback to audiences on what has happened.
Evaluation may occur at 3 levels:
Process – meauring uptake of resources, participation in educational activities and satisfaction with elements of the program.
Impact – assessing changes for health professionals, consumers and carers in terms of their knowledge, beliefs, confidence, intended behaviours.
Outcomes – investigating changes in behavioural outcomes, such as prescribing and adherence to medicines, or health outcomes, such as adverse events and hospitalisation.

Program & Clinical Governance
The development and implementation of programs should be based on a framework supporting efficient processes, timely input of appropriate expertise and experience, sound risk management and good decision-making. The outcomes sought are high-quality, evidence-based QUM solutions and programs that effectively address goals and achieve intended outcomes.
